Four irregular migrants turned away on Lithuania's border with Belarus
VILNIUS, Sep 07, BNS – Lithuanian border guards have in the past 24 hours turned away four migrants attempting to cross into the country from Belarus illegally, the State Border Guard Service (SBGS) said on Thursday morning.
Latvia reported 146 attempts at illegal border crossings on Wednesday, and 14 irregular migrants were not allowed into Poland on Tuesday, according to the latest available information.
A total of 1,605 irregular migrants have been barred from entering Lithuania from Belarus at non-designated places so far this year. Some 11,200 irregular migrants were turned away in 2022.
Lithuanian border guards have prevented around 20,900 people from crossing in from Belarus since August 3, 2021, when they were given the right to turn away irregular migrants. The number includes repeated attempts by the same people to cross the border.
The SBGS says that illegal migration to Lithuania and the EU is being facilitated by Belarusian officials.
Almost 4,200 irregular migrants crossed into Lithuania from Belarus illegally in 2021. However, the vast majority of them fled Lithuania once they were allowed to move freely.

Dombrovskis in Lithuania to discuss EU aid, EC recommendations
VILNIUS, Sep 07, BNS – European Commission Executive Vice-President and Trade Commissioner Valdis Dombrovskis is starting his two-day visit to Lithuania on Thursday.
The visit will focus on the implementation of the EU' Recovery and Resilience Facility and the REPowerEU plan, and the European Commission's recommendations for Lithuania, as well as the country's temporary bank "solidarity" levy, the digital euro, and economic forecasts, the EC Representation in Lithuania has said.
Among other topics, the commissioner's meetings with business representatives will touch on the state of European industry and the difficulties faced by Baltic businesses in raising capital.
Topics to be covered during the visit also include the EU's aid to Ukraine for 2024-2027, the war-ravaged country's reconstruction, and the use of confiscated Russian assets.
Dombrovskis is scheduled to meet with President Gitanas Nauseda, Prime Minister Ingrida Simonyte, Foreign Minister Gabrielius Landsbergis, and Gediminas Simkus, the central bank's governor.
The commissioner is also to visit BOD Group to meet with Lithuanian industry and business representatives.
On Friday, he is to deliver a speech on Building a Resilient and Sustainable Global Economic System at the Vilnius 700: Creating a Better Future in a Turbulent World conference.

Lithuania reports 164 new COVID-19 cases, no deaths
VILNIUS, Sep 07, BNS – Lithuania has recorded 164 new coronavirus infections and no deaths from COVID-19 over the past 24 hours, official statistics showed on Thursday morning.
The number of COVID-19 patients in hospitals stands at 37, including one CPU case.
The 14-day primary infection rate has risen to 43.7 cases per 100,000 people, with the seven-day percentage of positive tests at 22.7 percent.
The number of new coronavirus cases hit the peak in Lithuania in early February 2022 when more than 14,000 new infections were recorded daily.
Around 1.19 million people in Lithuania have tested positive for COVID-19 at least once.
Some 68.5 percent of people in the country have received at least one coronavirus vaccine jab so far, according to the statistics.

Lithuanian Railways transported freight linked to Russian minister's wife (media)
VILNIUS, Sep 07, BNS – Lietuvos Gelezinkeliai (Lithuanian Railways, LTG) transported freight for a business linked to Yelena Milskaya, Russian Emergency Minister Aleksandr Kurenkov's wife reportedly involved in Ukrainian children's forced deportation to Russia, through Lithuania up to mid-2022, the public broadcaster LRT reported on Thursday.
LRT's Investigative Unit has found out that LTG Cargo, the state-owned railway group's freight subsidiary, had a contract with Balt-Magistral until the end of 2022 and received 11.5 million euros for the services it provided to the Kaliningrad-based company.
The investigation reveals that Balt-Magistral's payments to LTG Cargo for freight transportation services continued until July 19, 2022.
LRT notes that LTG may not have been aware of the customer's links to Russian President Vladimir Putin's circle, because information about Milskaya's marriage to Kurenkov only became public last month.
Kurenkov was appointed minister in May 2022 after Russia's invasion of Ukraine, and he was added to the EU sanctions list last December.
The state-owned railway group has told LRT that the contract with Balt-Magistral was terminated at the end of last year and that its freight was actually transported until mid-June 2022, mostly in transit between mainland Russia and its Kaliningrad exclave.
In total, 110,000 tons of various cargoes, mainly cement and single cargoes of chemical, ceramic and oil products, were transported in the first half of 2022.
LTG Cargo says that it is reacting to potential attempts to circumvent existing international sanctions and continues to cooperate with the authorities responsible for enforcing the measures.

Lithuanian defense chief to discuss cooperation, Ukraine support with Croatian counterpart
VILNIUS, Sept 07, BNS – Lithuania’s Chief of Defense, General Valdemaras Rupsys, will pay a visit to Croatia on Thursday – his first official visit to this country.
Rupsys will meet with Chief of Defense of Croatia, Admiral Robert Hranj and visit the naval and Zrnovnica military bases, the Lithuanian Armed Forces said in a press release.
The two chiefs of defense will discuss the security situation, bilateral military cooperation, plans and priorities for the development of capabilities of the armed forces, as well as assistance to Ukraine.
The Croatian chief of defense visited Lithuania in March.

Lithuania must push forward with key reforms – Dombrovskis (media)
VILNIUS, Sep 07, BNS – Lithuania must push forward with key reforms, such as its stalled tax reform, or risk losing millions of euros in EU funding allocated to the country, European Commission Executive Vice-President Valdis Dombrovskis has said.
However, the bloc's trade commissioner did not disclose the exact amount Lithuania risks losing, saying that this will be one of the main topics during his visit to Vilnius on Thursday and Friday.
"We transferred part of the money to Lithuania because the objectives related to the tax reform were not fully met," Dombrovskis said in an interview with the public broadcaster LRT published on Thursday.
"We can see that Lithuania is moving forward and we will discuss this in detail in our meetings with Lithuania's prime minister and finance minister," he said. "We will discuss the state of play of the tax reform and what is still needed to achieve all the objectives."
"It would be important to make headway not only with the tax reform, but also with the overall implementation of the plan, because the deadlines are quite tight and the money has to be spent by the end of 2026," the commissioner said, referring to the EU's Recovery and Resilience Facility.
"There are many investment projects that need to be carried out. So we advise member states to really focus on them and not to delay unnecessarily," he added.
The European Commission has already transferred more than half a billion euros to Lithuania this year, but withheld 26 million euros due to the country's failure to "satisfactorily full two milestones related to taxation".
Finance Minister Gintare Skaiste has said that Lithuania could lose a much more significant amount if the tax reform stalls in the parliament.

Nauseda presents Lithuania’s projects in Ukraine during meeting with EBRD president
VILNIUS, Sept 07, BNS – Lithuanian President Gitanas Nauseda, currently in Bucharest for the Three Seas Initiative Summit, stressed Lithuania’s goal of helping Ukraine rebuild its infrastructure destroyed by Russia before the end of the war as he met with the President of the European Bank for Reconstruction and Development (EBRD), Odile Renaud-Basso.
The meeting focused on the reconstruction of Ukraine and cooperation between Lithuania and the EBRD, the presidential office said in a press release on Thursday.
The president also presented Lithuania’s projects that have already been implemented in Ukraine.
Nauseda and Renaud-Basso discussed joint efforts to rebuild Ukraine, ravaged by the ongoing Russian aggression, the engagement of Lithuanian businesses in the reconstruction process, and ways to attract the required capital, according to the press release.
The Lithuanian leader also invited the European Bank for Reconstruction and Development to work together in organizing a business forum to be held in Lithuania in conjunction with the Three Seas Initiative Summit in 2024.
In July, Lithuania and 15 other EU member states agreed on a special European Investment Bank fund for Ukraine, aimed to support the country's near-term reconstruction, and pledged to allocate more than 400 million euros for the purpose.
The Three Seas Initiative brings together twelve EU countries located between the Baltic, Black and Adriatic Seas: Austria, Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia. 3SI strategic partners are the United States, Germany and the European Commission.
The initiative aims to promote accelerated development and convergence in the region by improving connectivity between the participating countries in transport, energy and digitalization along the North-South axis, strengthening cohesion in the European Union and enriching transatlantic links between the European Union and the United States.

Lithuania’s defmin: barracks for NATO high readiness troops to be completed by end of 2025
PABRADE, SVENCIONYS DISTRICT, Sept 07, BNS – Barracks in Pabrade, Eastern Lithuania, designated to host NATO's ultra-high readiness troops, are to be completed by the end of 2025, Lithuania’s defense minister has said.
"These facilities should be completed by the end of 2025. There is certainly more than one, probably more than ten of them," Arvydas Anusauskas told reporters at the General Silvestras Zukauskas training area on Thursday.
The site is to be equipped not only with barracks capable of accommodating about 2,500 troops, but also with equipment repair workshops, helicopter landing sites as 13 facilities in total are planned for the project.
The main nine are currently under construction, including barracks, a canteen, training and recreation areas, training, storage and equipment repair buildings, helipads, kennels. Roads and engineering networks are being built, too.
"With the completion of this project, I am confident that the training area will become one of the most modern in the Baltic States," the minister said.
According to him, the infrastructure will be used by other allies as long as it is not occupied by NATO's ultra-high readiness forces.
"The rapid response force is deployed in crisis, pre-crisis situations to reinforce our defense. Very quickly, a matter of hours. At a time when these forces will not be deployed here, which is not so often, unless there is an exercise, our allies and our troops will be here", Anusauskas said.
"The Americans may be there, because they have a military camp nearby, and other allies may be there as well," he added.
The works, worth 150 million euros, are being carried out by Merko Statyba. The construction is financed by the NATO and Lithuania’s budgets.
"The financing is shared almost in half," Anusauskas said.
Speaking about next year's budget and planned infrastructure projects, the minister said that negotiations on national defense funding were still in their early stages.
He stressed, however, that the budget would be "slightly bigger".

Delay in processing Karach's Lithuanian asylum claim violated her rights – court
VILNIUS, Sep 07, BNS – Lithuania's authorities took too much time to process Belarusian activist Olga Karach's asylum request, thus violating her rights, a court ruled on Wednesday.
Karach, head of the Our House (Nash Dom) organization, says she plans to appeal the ruling by Vilnius Regional Administrative Court and seek higher compensation.
The court recognizes that Karach's right to have the Migration Department's decision on her asylum request made "within the time limits established by law" was violated, according to the ruling.
Under the law, an asylum request must be processed no later than six months from the date of submission.
It took almost a year to process the activist's request, even though the law does not allow extending the time limit, the court noted.
"The maximum time limits for examining an asylum application are designed to protect the rights of the asylum seeker. Lengthy procedures can leave asylum seekers in a state of uncertainty about their legal position," the ruling reads.
In her appeal, Karach asked the court to order the Migration Department to examine her asylum application within one month of the ruling becoming final, but the court dismissed this request as the asylum application had already been processed at that time.
The court also dismissed as unfounded her claim for 5,000 euros in non-pecuniary damages, plus five percent annual interest, but ordered the Migration Department to pay 400 euros in legal costs.
Karach said on Wednesday that she would appeal the decision, adding that the amount of compensation was insufficient.
"Moreover, we are currently gathering facts and intend to submit a detailed monitoring report to the European Commission on the massive violation of the time limits for processing asylum applications in Lithuania, where cases take more than a year to be processed (the longest known duration of an asylum application was 18 months, an absolute record and a clear evidence of violations of Lithuanian migration law)," she said in a statement.
Rokas Pukinskas, spokesman for the Migration Department, told BNS on Thursday that the authority would not appeal the court's ruling.
The Migration Department a few weeks ago denied Karach asylum, citing as the reason the State Security Department's conclusion that her residence in the country posed a national security threat due to her ties with Russian intelligence.
However, the migration body granted the head of Our House a temporary residence permit in Lithuania on humanitarian grounds, which can be extended.
The activist has been receiving residence permits in Lithuania since 2014 and applied for asylum last year.
Our House says it provides humanitarian, psychological and other assistance to Belarusians both in their homeland and in Lithuania, and also monitors human rights violations.
Karach was placed on the terrorist list by Belarus' KGB in 2021 and her organization was declared extremist by Minsk in 2022.

Lithuania to team up with Ukraine, partners to pursue cooperation in mental health
VILNIUS, Sept 07, BNS – Lithuania and a dozen other European countries, including Ukraine, will seek to enhance cooperation in mental health care.
During a meeting in Kyiv, Lithuanian Health Minister Arunas Dulkys and colleagues from several other countries signed a joint communiqué on the development of an international health partnership to empower health workers, the health ministry said in a press release on Thursday.
"The world of mental health and rehabilitation is full of challenges. The growing shortage of professionals and the persistent stigma of mental health are the obstacles faced by many countries," the press release quoted Dulkys as saying.
“Our vision for a new platform for international cooperation between healthcare institutions aims to specifically address these challenges. By working together and sharing our experiences, we can fill the gaps and improve our healthcare systems," the Lithuanian minister added.
According to the health ministry, a memorandum of cooperation was also signed between Vilnius University Hospital Santaros Clinics and Mykolaiv Clinical Hospital.

Lithuania: five soldiers possibly poisoned by smoke in fire at Rukla garrison barracks
VILNIUS, Sept 07, BNS – Five soldiers were potentially poisoned by smoke during a fire that broke out at the barracks of Rukla garrison in Jonava District on Thursday and were handed over to medics for examination.
The fire broke out at around 10 a.m. on one of the floors of the barracks of the General Romualdas Giedraitis Artillery Battalion, the Lithuanian Armed Forces said in a press release.
When the soldiers on duty noticed smoke in a storage room, they started to extinguish the fire and all persons not involved directly in the management of the incident at the time left the barracks building.
The fire brigade was called to the scene, which localized and extinguished the fire.
Five soldiers were referred for medical examination for possible smoke inhalation.
A storage room for household goods was burnt in the fire, and part of the premises was flooded with water.
The exact damage is being assessed and the cause of the fire is being investigated.

Lithuania picks Kavtaradze's Slow for Oscar nomination
VILNIUS, Sep 07, BNS – Slow, a feature film directed by Marija Kavtaradze, has been selected as Lithuania's candidate for an Oscar nomination in 2023, the Lithuanian Film Centre said on Thursday.
Slow was chosen by a local commission approved by the US-based Academy of Motion Picture Arts and Sciences.
"The film offers a challenging, unique and intimate approach to relationships," film critic Izolda Keidosiute was quoted as saying in the press release. "It is a film about love that survives despite unexpected difficulties."
She praised the director for creating unconventional and original characters, who are complex, convincing, and rarely seen on screen.
Slow will be screened in Lithuanian cinemas starting from September 22.
Marija Razgute, the film's producer, said Kavtaradze's film will also be presented to various US cinema communities hosting screenings for Oscar contenders.
"Our experienced local partners will help us reach the several thousand Academy members whose votes will determine who goes through to the next round of Oscar selection," she said in the press release.
Following its selection in Lithuania, Slow will be judged by Academy members, who will look at candidate films from all over the world.
On December 21, the Academy will announce five nominees for the 2023 Oscar in the best international feature film category.
The Oscar selection process in Lithuania is organized by the Lithuanian Film Centre and the Lithuanian Cinematographers' Union.

Lithuanian foreign minister urges West to speed up military aid to Ukraine
VILNIUS, Sep 07, BNS – Lithuanian Foreign Minister Gabrielius Landsbergis on Thursday called on the Allies to speed up the delivery of their military aid to Ukraine, which is fighting back against Russia's aggression.
"We should stand by Ukraine not for as long as it takes, but until Ukraine's victory," the Lithuanian Foreign Ministry quoted Landsbergis as saying at an informal meeting of the Nordic-Baltic Eight (NB8) foreign ministers in Latvia.
"We need to accelerate the delivery of our military aid – fighter jets, including F16, air defense and ammunition. We should also help Ukraine protect its grain export routes," he said.
According to Landsbergis, NATO countries have agreed that Kyiv should be part of the Alliance and the next question is when.
"At the NATO summit in Vilnius, we brought Ukraine closer to NATO. We must seize the opportunity, and some time ahead of the Washington summit, we must move forward at maximum speed," Lithuania's top diplomat said.
"As far as the EU is concerned, the greatest long-term security we can provide for Ukraine and ourselves is the enlargement of the EU. Hopefully, the accession talks with Ukraine will begin at the end of this year," he said.
At the NB8 meeting, Landsbergis "also stressed that the need for regional cooperation was only increasing, especially in defense and security", according to the press release.
The informal meeting in Riga and Cesis focuses on strengthening regional security and resilience, supporting Ukraine, closer NB8 cooperation and other important regional issues.

The Nordic-Baltic Eight (NB8) is an informal (non-institutionalized) regional cooperation format that includes Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden. Each year, the NB8 countries coordinate the activities of the NB8 on a rotating basis.

Lithuanian econmin, Ukraine counterpart agree to step up cooperation in rebuilding Ukraine
VILNIUS, Sept 07, BNS – Lithuania’s Minister of Economy and Innovation Ausrine Armonaite and Ukrainian Minister of Infrastructure Oleksandr Kubrakov have agreed to strengthen cooperation in the reconstruction of Ukraine and to expand bilateral partnership in economic, transport, education and other areas.
Lithuania is already contributing to Ukraine's reconstruction – a mobile settlement has been built, a kindergarten has been renovated, and other reconstruction projects are being implemented, according to a press release issued by the economy and innovation ministry on Thursday.
"We are taking the lead in mobilizing the international community, governmental organizations and business to help Ukraine rebuild its country and build a prosperous, modern and secure state," the press release quoted Armonaite as saying.
"Lithuania is already engaged in reconstruction work and we are planning new projects – in October, we will launch a platform to engage Lithuanian companies and organizations more broadly in this process. We are also planning significant investments in the reconstruction of Ukraine's critical infrastructure," she added.
In October, the ministry plans to launch a new catalogue where Lithuanian companies and organizations will find the information they need to invest and participate in the reconstruction of Ukraine.
This will provide a platform for organizations from both countries to establish contacts in the areas of investment and reconstruction. It will also provide Lithuanian businesses with all the information they need on public procurement. This initiative will strengthen cooperation between the two countries.
